About Richmond Residents Directory

Richmond does not maintain one modern volume listing every resident. A current parcel route, a recorded deed, a voter record, and a historic directory each answer a narrower question. Richmond Residents Directory is a private reference that helps identify the right official office, library collection, map, or archive before a search begins.

Why Richmond Needs This Reference

Richmond is an independent city and a county-equivalent, not a city within a Virginia county. That affects where records are held. Current parcel and assessment context begins with the City Assessor, while deeds, plats, wills, estates, and other recorded instruments are held by the Richmond Circuit Court Clerk. Richmond Public Library’s Richmond Room, the Library of Virginia, and the Virginia Museum of History & Culture supply the historic directory, map, newspaper, and address-history layers.

Postal city, ZIP, parcel address, voting locality, and historic Manchester references can all point in different directions. The purpose here is to keep those record types distinct and route a reader to the custodian or collection that can answer the actual question.

What the Directory Provides

Each route focuses on a different Richmond research task:

  • Street and address work: City Parcel Mapper, assessor context, and Circuit Court land records.
  • Historic directory research: Richmond Room, Library of Virginia, maps, newspapers, and directory collections.
  • Individual verification: the custodian and access limits that apply to each record type.
  • Block context: parcel geometry, civic-group inventory leads, historic maps, and dated neighborhood sources.
  • Records requests: City FOIA routing and the specific office that maintains the record.

What This Service Cannot Do

Richmond Residents Directory is privately operated. It is not the City of Richmond, the Circuit Court Clerk, the City Assessor, Richmond Public Library, the Library of Virginia, or any Virginia agency. It does not hold government files, certify copies, change official records, or determine whether a person is currently at an address.

Only the record custodian can confirm, correct, certify, or explain a record. Portal coverage, copy fees, and access rules can change, so confirm them with the office before relying on a result.

Record access is purpose- and record-specific. Sensitive, sealed, protected, juvenile, and statutorily restricted material remains outside a general reference route.
